Hi Mapgod,
I'm not aware of a free utility to do what you want done, but you could
probably write something using PROJ4 -- http://remotesensing.org/proj/
if you wanted to.
You can also quite easily do this with the FME product -- free eval is
at www.safe.com. Just fire up FME Workbench, make a workspace that goes
from your shape file to a shape file, and insert an "AttributeProjector"
transformer in the middle.
