Here is the link to understand better the State Plane Projection: http://www.ngs.noaa.gov/PUBS_LIB/ManualNOSNGS5.pdf And as a conversion tool there is a program produced by US ARMY CORPS OF ENGINEERS and you can use it CORPSCON - http://crunch.tec.army.mil/software/corpscon/corpscon.html .
