Hi Mapgod, There may be an easier way, but here is one work flow that works. If the shape file is a dbf you can open this in excel. There is a free program written for the USACOE called Corpscon. Cut and paste the state plane coordinates from excel into a text file. Then use that text file as an input file to corpscon and get the Lat/Long you are looking for. Then cut and paste the Lat/Long from the output file back into excel and save as a dbf.

if you wanted to.
You can also quite easily do this with the FME product -- free eval is at www.safe.com. Just fire up FME Workbench, make a workspace that goes from your shape file to a shape file, and insert an "AttributeProjector" transformer in the middle.
