I don't understand this response. The OGC has defined interfaces (thus far via HTTP - but SOAP, et al will come) and an encoding/transport (GML). GML can be mapped to an RBDMS, to Shape, to ArcSDE etc. without problem. So I would argue that OGC IS dealing with the issue raised. The solution in the longer term is to stop using the proprietary formats altogether (use only GML). In the shorter term GML is a public inter-GIS format that is extensible and expressive enough to capture most if not ALL data expressed in GIS/Image systems. The longer term solution (already part of GML) allows for features to reference one another across a network (local area or wide area) - so that objects (e.g. policing district) relative to other objects (e.g. streets) - so hopefully we say good bye to conflation etc.
