Stratospheric!?!
So, the cost savings from using "free" software is dwarfed by the increased costs of configuration, deployment, and administration?
This may be true about some open-source software compared to some commercial systems (see Dimitri's last paragraph). It just depends. But Mapserver? Compared to what?
I myself have "configur(ed), deploy(ed), and administer(ed)" (if you can call it that) Mapserver and am wondering where all these costs come in. There really is nothing to it! The EXE goes in the CGI folder....
Sure, development of the actual web-mapping interface is another story. You've got to know (or be able to learn) some HTML... You've got to read the documentation to learn how to make a map file... The lack of GUI tools for Mapserver has made it, in the past, more difficult for some people to work with compared to many commercial packages. However, this should change as more WYSIWYG tools are developed.
Then there is ArcIMS... In my current position we've been working with ArcIMS for about 6 months. Wonderful software, but I can't say there haven't been problems and ArcIMS is certainly not a snap to administer. A full-featured commercial system like ArcIMS may provide many advantages over Mapserver, but implementation cost (labor, software or otherwise) is not going to be one of them. There just is no comparison.
