Now hear from the locals:
Arabic language has some dialects.
The most relevant are the "formal" that is common in the media - they pronounce "Qatar" as guttural K The other relevant dialect is used by the Bedouins that still make a considerable part, and are genuine ancestors of the Arab population in that region -=20 they pronounce K as G but still guttural.
In any case the last syllable MUST be "a" as "AH" and not "eh".
so "cutter" or "gutter" are wrog, funny as it may sound.

Ever since somebody at CNN who's probably never been to the Middle East started pronouncing it that way ! However, I've never heard any Arab say it that way.
The correct pronunciation should use a guttural "G" with emphasis on the first syllable, something like "GA-tar"
Words transliterated into English with a "Q" can be pronounced as a "G" or "K" or somewhere in between.

Can someone tell me, at what point did the Middle-East country of Qatar become know in the Americas as "cutter"???
I notice recently all the media refer to it as "cutter" as opposed to "katar" as it was previously referred to. Can anyone shed some light on what the proper pronunciation is.
Cheers Glenn
