It seems shapefile SERVERS would suit most of your purposes a lot better than pre-fabricated shapefiles. You could get exactly what you want, in one piece, at the resolution you need (give or take some generalization smarts on the server :-).
(The two approaches aren't mutually exclusive, of course: in fact by chopping up large datasets into little tiles you could create a simple spatial index that would greatly speed up your server.)
I'm aware of some (e.g. CubeWerx in Canada) who have begun using OGC's Web Feature Service interface to serve up geographic features bundled as shapefiles.
