Have a look at VDS Technologies' free downloadable data. It's in Shapefile
format and the file sizes aren't too bad. They are at:
http://www.vdstech.com/map_data.htm
For European data ( 1st and some 2nd level admin boundaries for individual
countries), see the Center for Disease Control website:
http://www.cdc.gov/epiinfo/EIeurope.htm
The CDC stuff is not public domain however, so you will need to check their
conditions of use.
