ROMap seems like a possiblity for providing the distributed data sharing you mention. I just heard of it myself, so can't comment on how well it works. (Has anyone in the list heard of / worked with this?)
"ROMap.net is a free map sharing system written in Java, using Open Source MapServer and Isite. The ROMap application acts as both client and server and allows any internet user to concurrently serve and view local GIS datasets and view remote datasets. FGDC/OGC compliant metadata is automatically published to the FGDC clearinghouse. ROMap was developed with funding from FGDC and OGC."

Fair point, John, and, as I have privately replied to others, I have no difficulty with server-based solutions (though I claim no knowledge as to the state-of-pay of the type of shapefile server you allude to). My query is more motivated by the idea that there are lots of olk out there who - while having existing projects that could feed such a library - may not have the time, knowhow or inclination to implement servers themselves. Neither am I proposing a centralized repository - distributed is gooood. Either way, is there an acceptably lo-tech way to lowering the bar to getting bite-sized chunks of content up there into the aether?
