I am not a user, nor a sales rep, so my opinion is purely from what I have = seen and heard in the industry, but I am very impressed with Intergraph's G= eoMedia for exactly the kind of work you are involved in. It's greatest str= ength, I believe, and the reason so many municipalities use it, is the way = it reads so many different file formats without the need for importing, etc.
Worth checking out at http://www.intergraph.com/gis/geomedia/
My brother uses AutoCAD map in his municipal GIS applications because of th= e many AutoCAD drawings that already existed. AutoDesk's page is http://usa= .autodesk.com/adsk/servlet/section1?id=3D331041&siteID=3D123112 A big draw= back, though, is price.
