Although some of the listers suggested already Smallworld and Intergraph I could make another suggestion. In my opinion the new SICAD/open possibilities in infrastructure management are really amazing and for know they are the best solution worldwide. It deals not only with water, but also with electricity, gas, heating and cadaster. It has very good programming possibilities because you can use many different languages, you can import various GIS formats etc. Actually I think that this software is a new step in GIS for infrastructure management. It is no chance that ESRI made a cooperation with SICAD - for sure they know what is good on the market. Better go to www.sicad.de for more information.
