believe me, it's not a strange request at all, and I
wish we lived in a world where it was easier to
answer.
Depending what scale you need for the data (whole
country? teeny bits?) or the amount of smarts (real
topo values? a picture of contour lines? a generalized
picture with some colouring in to represent terrain?)
You can start with services like the Geography Netrork
(Map Server: http://www.geographynetwork.com
Map Service: ESRI_Relief )
or you might try the GSDI gateway at
http://130.11.52.184/FGDCgateway.html
