Thanks to all that gave me some good leads. The following vendors have detailed road data for Mexico and South America:

www.geoscape.com
A 1:200,000 scale map is offered by SIGSA, an ESRI distributor in Mexico (www.geocentro.com). And a consulting firm (www.gisextechnologies.com) claims they can supply the data, but I was not able to confirm this through their web page.
