The solution that comes to my mind is doing the following:
1- open a view and add a certain shape file
2- set the properties of the theme legend as you wish it to appear
3- save the legend in the same folder that contains the shape file but
you have to save it with the same name as the shape file
4- if you do this. Every time you add the shape file as a theme the
legend will be loaded automatically.
Try it and let me know the result.

No. Unfortunately shapefiles use a very simple format that makes no
provision for storing formatting information. See the ESRI shapefile
specification for more at
