You can refer to http://www.esri.com/news/arcuser/0700/files/gtopo30.pdf
However the following may help.... A GTOPO30 DEM will be downloaded as a tar file which can be unzipped using Winzip 6.2 or higher. This tar file contains a number of files including a *.dem and *.hdr. Both are required this method to be accomplished successfully. Notes: If using winzip to uncompress make sure that the option (under the options > configuration > Misc tabs) for 'TAR File Smart CR/LF conversion is unchecked.
FOR ARCVIEW 3.x: 1. Change the *.dem to *.bil 2. In Arcview, add the *.bil as an image to a view 3. Convert the image to a grid (Menu options or Avenue) 4. Perform a map calculation on the resulting grid and use the following code where in_grid is the grid created in step 3: ([in_grid] >= 32768).con([in_grid] - 65536, [in_grid]) 5. In order to set the ocean areas to null, perform a map calculation and use the following code where Map Calculation 1 is the grid created in step 4: ([Map Calculation 1] = -9999).setnull([Map Calculation 1])
The resulting grid will have elevation values in meters and map units in decimal degrees FOR ARC/INFO: Convert the *.bil using the IMAGEGRID command and use the following GRID statement (step 4 above): out_grid = con(in_grid >= 32768, in_grid - 65536, in_grid) The -9999 ocean values in the grid can then be set to NODATA with the SETNULL function.
