I'll be curious to hear if it's any different in California, but in the Southeast you generally have to go to the source. Since zoning can change so frequently and at such irregular intervals, the county or municipal planning/zoning/development offices are usually the only ones with current data. I collect zoning data myself and almost without exception, when I receive it it's with the strong caveat that the data are dated and in constant flux. I'll be intrigued to learn if there is a central source for zoning data for any state. My hunch, however, is that you'll probably end up having to go county-by-county and municipality-by-municipality to get current zoning data.
...but I hope I'm wrong!
