How about this fight for access to information from the Greenwich time http://www.greenwichtime.com/news/local/scn-gt-gis3jul20,0,1780960.story?coll=green-news-local-headlines
The basis for the argument... "They still think GIS is a private party for government, and it really is a community resource" In this case the plaintiff wants the right to access (without restrictions) the local government GIS. Having won a preliminary rulting, the plaitiff won access to a "watered down" version of what he's looking for - basically, access to the GIS sans aerial photography - apparently the aerial photos somehow violate the residents' rights to security and privacy.
No doubt most government agencies have established a mechanism know to most of as as "Freedom of Information" or FOI, however, have you ever tried to access government records as a result of a FOI request? It will usually take months to process and if you actually get results you'll aften wind up getting limited access to a database, minus anything considered "sensitive"
This piece ties in nicely with the ongoing "Streisand" thread.
