If you are in Arcview 3.X I believe you will need to select the legend then
simplify it. This will ungroup the legend elements and you can size them
individually by either changing the size of the text box or by changing the
font size/. If you are in 8.X and if I remember correctly you will need to
simplify or ungroup the legend and them make the text a graphic. Then you
can resize it by changing the size of the text box.
