There are likely several that could be relied upon. One commercial one that has public disclosure is MapInfo's MIF/MID format. The ASCII content can be readily imported by just about every desktop GIS out there. There are also a number of stand alone utilities that will translate MIF/MID into popular GIS formats.

I would like to ask what universal data formats (both "old" and
"new", binary or ASCII) should be used to ensure portability of digital
maps - both raster and vector among most of the available GIS software
without a risk of information loss.
