Safe Software's (http://www.safe.com) Feature Manipulation Engine (FME) allows you to separate content from format. Why worry about finding a 'lowest common denominator' file format when FME can translate from almost all GIS/CAD formats to any other GIS/CAD format? All for about $500US.
Instead of thinking about a Word or Corel document file as being a 'standard' format, try to think of the alphabet as the standardized basis of the document, regardless of the application. This is how FME works...with polygons, points, arcs, etc...the 'characters' of the GIS/CAD alphabet, if you would.
That being said, there are still a lot of people exchanging CAD information in Autodesk .DXF and .DWG formats.
