You could do this today with a script, although there is not a built-in command that will do it automatically for you.

Sounds easy to do. You do the first part with a script to create new point and line objects in a drawing, and then you can save that drawing.

No. Neither of these things is particularly difficult to do, but they must compete in priority with thousands of other easy-to-do items that other users have requested. Plus, at some point if one builds too many things into the base product it becomes too overwhelming for the average user so there is some impetus to put speciality items into extensions.
I'd like to hear from other possible users of these capabilities... is they something other users in the transportation business would like to see?

Whether or not such things get added to the core package depends mainly on how many requests for such features are received. One way to see if others are interested in this is to post in Manifold-L (the dedicated discussion list for Manifold users) and see what the reaction is from other Manifold users. See http://www.manifold.net/resources/listguide.html for a guide to using Manifold-L.
Also, to influence the design process at Manifold make sure to "vote" by sending your suggestions to sales@manifold.net. That's the main pathway by which user wishlists influence the planning process.
