Ayo,
UnderTow Software's MapTivate at http://www.undertowsoftware.com should be
considered.
MapTivate is a hybrid mapping engine for software developers that integrates
powerful rendering capabilities with a comprehensive rules-based paradigm
which makes it a very agile GIS tool. MapTivate supports a variety of data
formats (Vector and Raster) but captivates its audience when using its
proprietary format which was exclusively designed for portability, speed and
data size. Datasets can be easily imported into this proprietary TXF and
CRA hybrid format.
