Shane,
It really depends on the county. Some counties provide GIS data free on
their websites (Napa County GIS
http://gis.napa.ca.gov/giscatalog/catalog.asp), other counties attempt cost
recovery and charge fees for GIS data ranging from $0.99 for each parcel
record to thousands of dollars for a single layer. This may change quickly
due to recent court rulings that any product developed using taxpayer money
is in the public domain.
A great resource to explore the public record repository of GIS data is
NETR Online (http://www.netronline.com/public_records.htm). This site
provides a comprehensive national listing of counties and their public
record holdings.
USGS and partners developingThe National Mapprovide a wealth of public
domain GIS data and imagery such as DOQQs 0.3 - 1 meter resolution (see
http://seamless.usgs.gov/viewer.htm and
http://nationalmap.usgs.gov/nmjump.html).

We are looking for some input into fee's that are being charged for GIS
data. Such as if someone comes into the county or municipality looking
for access to GIS data, what are you charging them. We have tried to
call multiple counties, but really have been treading water trying to
locate the appropriate person to talk to. If anyone has any information
that you would like to share, please email me directly or through the
