I don't know what you mean by OGC, so I probably won't
answer this correctly. Most advanced CAD systems,
like Rebis, working on a large fixed asset like a processing
facility simply have an X,Y,Z grid system that references off
a base point. This is generally called plant coordinates.

I'm not familiar with any of the new, advanced stuff that
may surpass this.
