In ArcGIS hotlinking is referred to as hyperlinking, which is probably =
why you couldn't find any info. Try looking for help using "hyperlink".=20

There are 2 ways to do it, directly within ArcMap by identifying a =
feature and then right-clicking on the name within the identify dialogue =
box, or by typing the pathname into a new column in a feature's =
attribute table. Relative pathnames are available by using the attribute =
table method. They are also easily managed that way. There are still =
some bugs with creating the hyperlinks directly through ArcMap (if you =
delete the layer with hyperlinks, the points they used to be connected =
with will still show up as active hyperlinks, but they do not connect to =
anything and there is no way to delete them).=20
