ZCTAs _do_ cover all of the ground (and water). For some three-digit ZCTAs there are a water ZCTA (e.g., 123HH) and/or a ZCTA that covers any land blocks not in a delivery area (e.g., 123XX, or in the Caliper ZCTA boundaries 12300 to be a number: there are 331 of these).
The ZIP Code boundaries from GDT have psuedo-ZIP Codes for non-delivery areas (numbered under 200: there are 134 of them). That way, they also cover all the land.
Also not that ZIP Code is a much-maligned Post Office trademark. It is "ZIP Code" and not any other spelling, capitalization, or punctuation.
