Here in Ontario, some job postings and RFPs have required either the applicant to be a GIM (i.e. certified OLS OLIP) or have GIM(s) involved in the project. This is entirely due to our public awareness efforts.

URISA just graduated their first class of certified GIS folks. As far as anyone requiring it, probably no one at this point does, and my guess is probably never will require it. However, just like the Project Management Institute's PMP Certification (Project Management Professional), it is probable that some organizations, perhaps Governments, may give preference to a candidate who has a GIS Professional certification, and may even articulate this preference in job descriptions, at some point. I think the commercial sectors are even more remote in actually requiring this certification. While URISA has done a tremendous amount of work in getting traction on this, I think that the pace of GIS technology changes, and it's permeation throughout industries (beyond first adopters), will make it exceedingly difficult for the guardians of the certification criteria to keep up. Certification criteria general become criteria after a certain critical mass of people have experience, and some reasonable time has lapsed to demonstrate the longevity of the skills/experience, etc. This is contrary to "bleeding-edge" technology adoptions and those customers and GIS professionals who consume this leading edge technology with abandon. It would be hard to require certification in skills/experiences that are less than 6 months old, for example. So, I think that the latter is true in your question, but this still has considerable value, given the worldwide labor pool, and the fact that not all PhD's/MSc's are created equal...

What is the actual status of this certification. Is it required to actually work in the field much like an RN or a licensed civil engineer, or is it just a nice certification that tell everyone the holder has proven skills?

I will leave the URISA response to others, however, the Association of Ontario Land Surveyors www.aols.org has extended its profession to include Geographic Information Managers.
Upon application and articles, a successful candidate would actually carry a professional designation (O.L.S. O.L.I.P.) as opposed to a certificate. Under NAFTA and GATT this professional designation theoretically allows the holder to work in foreign jurisdictions much more easily than a certificate would.
