Use Manifold. It's not free, but at $245 it's certainly better than buying some overpriced piece of legacy-ware. See http://www.manifold.net
Manifold will read the GTOPO30 DEMs and can save them either to ESRI .bil or you can copy and paste them as a table and then save the table to an ascii file. You can also manipulate the surface if you like, especially so if you get the Surface Tools option ($95) that will be released next week.
