Or you could use GDAL, it is free, libre, and better than buying some
over priced piece of proprietary legacy-ware.

GTOPO30 is represented in the list as ESRI .hdr format. Download the
windows version as part of the OpenEV windows build, from
ftp://ftp.remotesensing.org/pub/gdal/openev/openev-win-version1.6.exe
