I have been unable to find a definitive answer via the census website....=
1990 Census Boundary file (or 2000, it doesn't matter) of say a populated=
=20place. Does that reflect the boundary present in 1990, or was it actu=
ally created in/represents 1989 (etc) but was released in 1990
Off to continue my search...
