Hi Tobie,
FME actually has a TIGER writer, but it takes a fair bit of setup to get it going (TIGER is a tricky format that requires an exactly prepared set of data to be output -- FME tools can be used to prep the data in the right way, but overall it takes some work to get this set up for your particular input.)
I'd suggest you consider getting some "Solution Assistance" from us -- this is basically buying some consulting time in a pay-as-you go way -- and then we could assist with the setup. Contact sales@safe.com for information about this.
