Writing TIGER/Line is not at all typical. It was never intended as a data
interchange format, just a format to dump flat file mainframe data. Are you
trying to pass data to some of the old FEMA et.al. viewers? What's the goal?

If you are looking for a fairly simple text format for GIS data interchange
consider the MapInfo text format. Use Manifold and export some simple
representative drawings to .map format and take a look at the file in
WordPad - pretty simple. Of course of you are going to use MapInfo as your
export format Manifold or MFE would be your tools of choice to make the
files.

That said TIGER is a fairly simple ASCII fixed record layout format. Most
TIGER/Line importers will function with a minimal set of RT files. The
TIGER/Line tech manual, available for download from the TIGER/Line site,
full describes the fixed record layout.

A Manifold script wouldn't be too complex. Most of the grunt work would be
in building the fixed layout ASCII records. If you have some programming
skills drop on over to Manifold-L
