I presume you mean TIGER/Line format, true? If so, use any GIS that can
correctly import TIGER/Line format (like Manifold) and it will automatically
import it with correct projection (lat/lon with correct datum). You can
then easily reproject it into State Plane and save it to a format, such as
.mid/.mif or .e00 that preserves projection information. Presumably ArcGIS
8.3 can read .e00 format or .mid/.mif, true?

.htm, written by a Manifold user with great experience with TIGER/Line and
operating in San Luis Obispo county.
