Anthony,
A major difference with tablet PCs is their inbuilt touch screen and
graffiti recignition. This is an extra feature incorporated into
windows for tablet PCs. You then of course need software which also
supports this feature...
ESRI provide (for free!) a tablet PC plugin for ArcGIS
http://www.esri.com/partners/alliances/microsoft/tabletarcgis.html
This allows you to both enter attribute data as editable alphanumerics,
in addition to digitisation on-screen with a stylus.
Great stuff when out in the field, the advantages of a laptop with the
convenience of a handheld. Just dont drop it!

I haven't used a tablet PC personally, but some of my company's other
offices have used them with great success. If you are looking to use
them in a straight-up GPS/GIS mode, or in conjunction with some sort of
e-forms tablet PCs are very practical and user-friendly. If you are
going to be using them in a hazardous environment (i.e. chemical
contamination), it can be a little trickier, requiring ruggedizing cases
and/or waterproof cases.
