For both of these, I recommend URISA (http://www.urisa.org/): it is a 40-year-old group (I have been a member for 25 years) that describes itself as follows:
"The Urban and Regional Information Systems Association (URISA) is a non-profit association of professionals using Geographic Information Systems (GIS) and other information technologies to solve challenges in all state and local government agencies and departments. URISA promotes the effective and ethical use of spatial information and information technologies for the understanding and management of urban and regional systems."
URISA has a journal where referred articles are published, plus a newsletter. URISA also has sponsored a new certification program, described at (http://www.urisa.org/certification/rollout.htm) as follows:
"The GIS Certification Institute (GISCI, www.gisci.org) is pleased to announce that the GIS Certification Program will "go live" on January 1, 2004. At that time, professionals will be able to download application materials and begin preparations for submitting their qualifications for recognition as Certified GIS Professionals and earn the designation, "GISP"."
