Neither do I have any idea what a GIS certification exam would look like.
But as one who has worked with - and sometimes managed - GIS wonks in a developing country I know that I would place far higher credence on practical capabaility than theoretical card-carryingness. There seems to be more than enough work to be done, and too many hopefuls that see merit in cartographic detail rather than the rigour of their analytical methods or the appropriate clarity of their presentations.
I am no great believer in any form of certification but, if it is to apply, let be based on practice and result rather than only on study and qualification.
