Try http://www.ncfloodmaps.com/
The NC Floodplain Mapping Program site has an ArcIMS viewer that
displays the most current Digital Flood Map data.
The NCFMP has started producing the official DFIRMs for NC now,
Instead of FEMA. The entire state will not be complete for
Quite some time, but Beaufort county is actually Effective now.
Some of the other counties we have new DFIRMs for are still
Preliminary. You may download the official DFIRMs in PDF format,
Or you can use the ArcIMS extract server to download small
Chunks of shapefile data for your area of interest. There is limited
bandwidth, so you can't download a whole county at a time. You can get
The Orthos and the Lidar DEMs (ascii format) as well. They are tiled,
So you may need more than 1 set of tiles to cover your area.
A good source of pre-processed FEMA Q3 digital data for NC counties
where we don't have new DFIRMs yet is the NCDOT website:

Hello, LISTERS
Is there a source on the web that would allow one to determine
the 100 year flood elevation at a particular location (w/in 1 foot) without
having to visit the site? We can use Microstation and ArcView 3.2a in case
this required data to be downloaded. We also have access to older FEMA
flood data. The particular location is in Beaufort County, North Carolina.
