Seems to me that if it were possible to measure the quantity, quality and value of the actual work that putative GIS professionals do, then quasi- abstractions like certifications wouldn't matter. Has this issue been approached like that? I'm viewed as a knowledge engineer or software engineer, and my managers seem to be able to recognize the value of my contributions in those fields. Would that be true if I were called a GIS specialist? Methinks a major stumbling block is the [apparent] fact that nearly all GIS folks work for governmental agencies, and those employers for various reasons are effectively not allowed to consider people's actual ability and contribution, and must only count things like the number of hours spent in training, the number of certificates, etc. This discussion has meaning in that context, but is that really what the profession needs? Is that what those agencies really need?
