The Federal Geodetic Control Subcommittee published "Multipurpose Land
Information Systems: A Guidebook". Chapter 16 of this guidebook is an
excellent reference for conducting GIS needs assessments. This chapter was
written by William E. Huxhold, a prominent name in the GIS community. You
can find a PDF version of this publication at
http://www.ngs.noaa.gov/FGCS/tech_pub/Guidebook3of3.pdf.
This chapter probably contains a lot of the information you're looking for.
I've followed this model for needs assessment several times, with great
