If DataQuick, Nexis/Lexis (via IDM), or some other firm like that were to become interested in this area, then a lot of the data could get collected. They already have relationships with county assessors and the like, as part of collecting other sorts of public records information that is used to support the mortgage industry, and parcel maps are certainly related to this.
The data is so scattered that even if it were all readily available, it would be a Herculean task to collect it together and put it in a common format.

So far response has been low... A GIS Manager from NC brought up a good point, that there are so many small 'Stickville, USA' types of towns that it would be very unlikely that these would be available.
With that being said, parcel data is still public domain, and each county in the US should have an assessors office that one could walk into and make copies of what he/she wanted.
