The simplest method is to assign the GIS process an "above normal" priority through Task Manager. (Do not use realtime priority if you want to retain control of your machine!)
This question was discussed at some length at http://www.cognigencorp.com/nonmem/nm/98may042001.html where you can find several solutions. They work. I tested one on Windows XP. Here's my version of it, step by step:
(1) Create a shortcut for your executable using Explorer.
(2) Open the shortcut properties dialog for this shortcut (right-click and choose "properties"). Select the "Shortcut" tab.
(3) The "Target:" field will provide the full path and name of the executable, such as (for example), C:ESRIAV_GIS30ARCVIEWBIN32arcview.exe . Prefix that with the following:
%comspec% /c start /LOW /i
so that, for example, it now reads
%comspec% /c start /LOW /i C:ESRIAV_GIS30ARCVIEWBIN32arcview.exe
(4) Press the OK button.
By launching the app through this shortcut, you will automatically assign it low priority. Other options include /high, /abovenormal, /normal, and /belownormal.
