Regarding some of these comments on the parcel data dilemma:

Here in NC, we are starting to = work with these OGC protocols in the NC OneMap demonstration site. We have a number of counties and cities, as well as State and Federal participants = all serving data to the same map viewer application (housed at USGS EROS = Data Center). Not all of this data is in the same map projection, nor does it = all have to be in the same format. If the individual Mapservers support the WMS/WFS protocols, then the output is essentially the same - an image = map, or features. To be sure, there are still plenty of issues with the way different mapserver applications implement the spec(s), but the = potential is there and continues to improve.=20
Another advantage over the centrally located warehouse (presumably run = by a data reseller) is that the entities that maintain the data are the ones providing the OGC web services. Some counties participating in our pilot project update the parcel data in their web service each night, so = currency could cease to be a big problem. Others update weekly or monthly, which = is still much better than the four times a year you could get from the above-mentioned data reseller. At some point, the NC OneMap services = will feed up into the National Map and Geospatial OneStop. As Ted Cisine = pointed out, there will always be some holes where digital parcels do not exist = in rural/poor counties, but hopefully a number of these will disappear over time. And as with all things, we're likely to have some hold-outs who do have digital data and don't want to share. Right now we're just hoping = to surround them, and then eventually 'convince' them into filling in the = holes in the map :)
Although this is only one potential way to deal with the issue, we = encourage other State GIS Coordination Agencies to try similar projects in their jurisdictions. State level partnerships with City and County governments = is the about only way this will truly become possible, because in a lot of states, cadastral data is maintained at the more local levels of = government.
There are some similar initiatives out there - BLM is sponsoring some = OGC pilot projects.
