While not a true nationwide service, many states can be found in First
American Real Estate's WIN2Data program. You'll pay a pretty penny,
however, and the parcel data (at least the last time I worked with it in
2001) is a combination of scanned plat maps and a very in-depth database. I
spent about a year digitizing from the plats and linking to the data while
working for some developers in Phoenix.

Here at Aerials Express, we are busy collecting parcel data for the cities
we have flown, and have found that more and more assessors are making the
data available. Some counties charge an outrageous fee, Maricopa county
(Phoenix) for example wants 10 cents a parcel (about $30,000.00) while
counties in Florida are bound by law to make good data available in .shp
file format for the cost of burning it to a CD. Some don't mind if you
provide the data to others at no cost, others have licensing that forbids
it. As GIS proliferates into the residential real estate market, we expect
to see more standardization and policy, perhaps with some help from our
federal friends at USGS or NGA (formerly NIMA.)

If DataQuick, Nexis/Lexis (via IDM), or some other firm like that
were to become interested in this area, then a lot of the data
could get collected. They already have relationships with county
assessors and the like, as part of collecting other sorts of public
records information that is used to support the mortgage industry,
and parcel maps are certainly related to this.

The data is so scattered that even if it were all readily available,
it would be a Herculean task to collect it together and put it in
a common format.

So far response has been low... A GIS Manager from NC brought up a good
point, that there are so many small 'Stickville, USA' types of towns that it
would be very unlikely that these would be available.

With that being said, parcel data is still public domain, and each county in
the US should have an assessors office that one could walk into and make
copies of what he/she wanted. I'm thinking that what we need is a warehouse
for all this data...After some research I was able to find
