Sorry for cross-posting again.
Many thanks to those who responded to my questions regarding raster to
vector conversion software:

There were a number of solutions recommended:
Bentley - Descartes
GRASS - (I received some of the commands for converting rasters to vectors
using GRASS)
Autodesk - Raster Design
ESRI - ArcScan
R2V
The majority of responses pointed towards the successes that members have
had with R2V. I have downloaded a trial version of this software and will
begin testing it with our datasets.
