I would start with a good text on cartography - It will include chapters
on projections, coordinate systems, etc. I'm away from my library, so I
won't reccomend anything in particular. To oversimplify, GIS is
computer cartography that is fused with a database management system.
For learning ArcInfo, there are several books that include tutorials.
ESRI has an online learning program ("campus") that has many courses
that cover the basics of geography, and their particular products. Their
courses are well done, and less expensive than classroom instruction. If
you are a person that can learn on-line (some people can't), they are
good.
