Hello Derek,

I have conducted a conversion project that
incorporates historical (analog data) maps into GIS.
It was in 2000 and if you are interested I can provide
you with a link to my (personal portfolio) website
where I have posted the procedure paper of this
project. In short: after the maps were scanned I used
ERMapper to georeference the images and then perform
the image enhancement (some of the historical data is
in a bad “cartography” shape) and the data extraction.
Once the data of interest was selected/extracted it
was much easy to run an automated vectorisation using
ArcInfo. The rest is much simpler GIS “stuff”.

Nowadays, most if not all GIS packages claim to handle
the raster to vector conversion (though, I’m not sure
that they can do such a good work as they claim in
case of old and often hard to read paper maps). Since
you are undertaking this as a volunteer work I would
advise you to look at Mainfold GIS software, they are
very reasonably priced (actually unbelievably cheap)
and they provide raster to vector conversion wizard as
well.
