Depends what type of data collection you'd like to do. Do you need to load layers in the unit (requiring more hard disk space). Querying dtabases needed?? (performance??). Rugged or not?? - depends on your env'tl conditions (cold whether conditions, really warm, rain, snow, ice, etc.)
in summary, for simple rugged data collection, i'd look at units such as Trimble's GeoExplorer. For more involved, Where performance is needed,look at ruggedized tablets... many out there, i.e panasonic's toughbook series. Remember, you still need tobuy arcpad licenses. You could use MO as well.
