Bill,
It depends on what software you are using! I mostly use ESRI products, below is what I know is available for them. Competitors would have equivalents, I imagine.
For ArcInfo workstation, there is a GENERALIZE command that works very well (I'd recommend using the ERRORCHECK option). In ArcView 3.x there is an extension written by ESRI to do this, it is available at:

I've not used it much, I gather that it works OK but does not check for gaps or overlaps that may be created.
In ArcMap (ArcEditor and ArcInfo only) you can generalize featuers while editing. Just choose your features and click the 'smooth tool'. Unless you have set up a GeoDatabase with topology rules, it could produce overlaps/gaps like the ArcView extension.
