You can get SRTM elevation models at 3 arc-seconds from:
ftp://edcsgs9.cr.usgs.gov/pub/data/srtm/North_America_3arcsec/3arcsec
It's documented here:

Manitoba has a great site:

I've not looked much for data in the other Western provinces.
