There are many alternatives to ArcIMS. Two opensource servers
are:
mapserver: http://mapserver.gis.umn.edu/
deegree: http://deegree.sourceforge.net/
The nice thing about these efforts are they use OGC standards
that allow you to write nice lightweight clients such as:
